Community Census and Redistricting Institute, Durham, NC (2010)
Project Coordinator and Research Consultant to the Institute (housed at the Southern Coalition for Social Justice). Project Coordinator duties included developing and managing the efforts of the Political Cartographer’s side of a week long intensive redistricting expert preparation workshop at Duke University’s Center for the Study of Race, Ethnicity and Gender in the Social Sciences (REGSS).
Research Consultant tasks included developing projections for impacts of the population shifts for the State of North Carolina and its Congressional and State Legislative districts in 2010. Also developed two hands-on “paper” redistricting scenarios for large audience training purposes.
National Black Caucus of State Legislators, Washington, DC (2010)
Project Coordinator for the National Black Caucus of State Legislators (NBCSL) 2010 Census Outreach Project. The project is designed to assist African American State Legislators with the last phase of the 2010 Census. Responsibilities include development of the project concept, proposal, targeting maps for outreach, as well as managing the outreach staff.
Southern Coalition for Social Justice, Durham, NC (2009)
Research Consultant to Southern Coalition for Social Justice (a nonpartisan nonprofit social justice advocacy organization). Efforts included coauthoring four (4) stand-alone research reports pertaining to “Preventing Undercount in the South in the 2010 Census.” Sections developed included: 1) Research and Identify the 2000 Census Undercount in the South; 2) Identify Communities where Census Outreach is Most Needed; 3) Determine What Occurred During the 2010 Dress Rehearsal Dress Rehearsal; and 4) Determine the Financial and Representational Impacts.
Additional project duties included: 1) Assisting in the Development of the grant final report and proposal for the implementational grant; and 2) monitoring and managing the development of the project’s website.
Michigan Citizen Action, Kalamazoo, MI (2008 – 2009)
Data Consultant to Michigan Citizen Action (a nonpartisan nonprofit civic engagement organization). Responsibilities included several data management projects:
- Consolidating multiple lists
- Reformating list for improved donor tracking and outreach
- Extracting random sample from lists for test scenarios
- Preparing lists to vendor specifications and subsequent delivery
- Hosting backup membership lists
Democracy South, Virginia Beach, VA (2004 – 2008)
Co-Director of the Hampton Roads Missing Voter Project (a nonpartisan nonprofit voter engagement effort to increase voter participation with a focus on underrepresented population groups). Responsibilities included co-managing the overall civic engagement effort and was solely responsible for integrating and processing Catalist voter data into targeting maps and walk lists for all focus areas.

The National Unregistered Voter Map – Responsible for developing a web-based interactive map that allowed visitors to view State/County level information pertaining to the number of unregistered voters (2008) – www.missingvoter.org
The Walk List Scanning Project – Responsible for developing a working prototype model whereby canvassers would use computer-type “bubble” entry forms that would be scanned-in versus the standard marking techniques that are entered-in by data entry persons (2007)
Civic Engagement Efforts – These include: providing telephone support to 17 USAction state partners (2004); and 12 USAction state partners (2006). Responsibilities included: VBASE Application Training; Voter Data Conversion; and Voter Targeting Assistance
Congressional Black Caucus Institute, Washington, D.C. (2001 – 2003)
Demographer for the Congressional Black Caucus Political Education & Leadership Institute (a nonprofit nonpartisan political leadership & education organization). Major responsibilities consisted of providing all aspects of redistricting plan development that generated over 75 congressional district plans in 15 different states. Also, responsibile for: setting-up, maintaining, and operating the equipment, software, and data for the Institute’s redistricting project.

Consultant in a partnership effort (Hagens & Fairfax). Efforts included hundreds of precinct targeting maps developed for a civic engagement effort designed to increase the turnout of African Americans in the November 2000 election. Tasks included:

Major Redistricting Related Tasks:
GIS Consultant for research project. Efforts included: Installing and operating the LogiSYS ReapS software that was used to perform redistricting. The intricate ReapS processing of the U.S. Census Bureau Topographically Integrated Geographic Encoded Referencing (TIGER) line files, Public Law 94-171 (PL94-171) demographic data, and the STF socioeconomic data series.
Developed over 200 hundred redistricting plans, located in over 60 jurisdictions, in the states of Florida, Louisiana, North Carolina, Texas, and Virginia.
Major GIS Related Tasks:
Developed a study commissioned by the U.S. Department of Transportation to analyze the ethnic differences in commuting behavior. This study extensively utilized the Summary Tape File 3 A (STF3 A) and Public Microdata Sample (PUMS) data to locate, map and report the frequency and average travel time to and from work for: Miami, FL MSA; Kansas City, MO-KS MSA; and Detroit, MI MSA.
Performed a study funded by the City of Norfolk, VA and NSU School of Business to determine and analyze the trade area of a section located in Norfolk, VA. Played a central role by: geocoding customer addresses; producing address point maps; and developing demographic reports for the project.
Developed a study commissioned by the U.S. Department of Housing and Urban Development (HUD) to revitalize a neighborhood located in Norfolk, VA. The purpose of the GIS component was to first establish a socioeconomic base-line then track the progress of the revitalized area as well select surrounding areas. Gecoded address locations, generated point as well as demographic thematic maps, and produced reports of the target areas.
Provided demographic analysis of proposed newly incorporated areas in Florida for local Florida civic organizations.

NAACP Legal Defense and Educational Fund (LDEF)
Via Norfolk State University, provided expert technical support for the Shaw v. Reno Supreme Court case. Analyzed and compared compactness ratios for congressional districts throughout the U.S. Also, developed several alternative congressional district plans (1993)

UNC Center for Civil Rights – Who Draws the Lines? (2006)
Presentation – “Congressional Elections Won by African Americans.” A summary and analysis of congressional districts that were won by African Americans from 1960 to 2004. District comparisons were made using race and ethnicity.
